What plumbing in Windsor actually looks like
Windsor is the youngest town we serve, it only incorporated in 1992, and its plumbing profile is completely different from the older towns around it. Eighty-three percent of Windsor’s housing was built between 1980 and 2009. Fewer than one home in a hundred predates 1940.
A town of 1980s, 90s and 2000s houses
The numbers are lopsided in a way no other town here matches: the 1990s alone account for 36 percent of Windsor’s housing, the 1980s another 25 percent, the 2000s another 21 percent. What that means practically is that we are almost never repiping galvanized here. Instead, Windsor is the town where whole neighborhoods hit water heater replacement age at the same time, where original angle stops and hose bibs are giving out, and where the first generation of plastic supply lines under sinks is aging out.
Hard water, and a lot of water heaters to prove it
Windsor water tests around 126 ppm total hardness, hard on the standard scale. Combine that with a housing stock where most tank water heaters are on their first or second replacement cycle and you get the single most common job we do in this town. Flushing a tank annually genuinely changes how long it lasts here.
The town runs its own water, from its own wells
Windsor is not just a Sonoma Water customer. The town operates five large wells next to the Russian River, an active off-river well, two emergency wells, a direct aqueduct connection, more than 140 miles of main and 16 reservoirs, about 1.3 billion gallons a year. The town also monitors quarterly for PFAS; its 2025 federal sampling of the Russian River well came back non-detect across all 29 compounds tested.
All sewer, no septic, inside town limits
Windsor treats its own wastewater through the town’s Water Reclamation Division. Inside the town limits you are on municipal sewer, which keeps things simple. Get outside the town boundary into the unincorporated county and that changes, septic systems and private wells start appearing, and the permitting authority changes with them.
About the water
Windsor blends its own well production with imported Russian River supply from the Sonoma Water aqueduct. Hardness around 126 ppm puts it firmly in the hard category, which shows up as scale in water heaters, film on glass shower doors and shortened dishwasher life. We install softeners, conditioners and drinking water filtration, and we are happy to test at your tap and tell you which, if any, is worth it for your house.
About permits
Plumbing permits come from the Town of Windsor Building Division on Old Redwood Highway, applied for online through the town’s permit portal. Water heaters, repipes, gas lines and sewer work all need one. Note that Windsor restricts construction hours, weekdays 7am to 7pm, Saturdays from 8am, and no work Sundays, which we plan around. We pull the permit and meet the inspector.

My house is from the 1990s. What should I actually be watching?
Water heater first, most Windsor homes are on their second one by now, and local water at 126 ppm hardness scales them. After that, angle stops under sinks and toilets (they seize and then weep when someone finally turns them), hose bibs, the plastic supply lines under sinks, and the washing machine hoses. Those are the failures we see most in that vintage.
Is Windsor water hard?
Yes, around 126 ppm, which is hard on the standard scale. It is not a health issue, but it scales water heaters, shortens appliance life and leaves film on glass. Whether a softener is worth it depends on your house and what is bothering you; we will test and give you a straight answer.
Should I be worried about PFAS in Windsor water?
The town monitors quarterly along with Sonoma Water and reports no results above EPA limits. Windsor’s 2025 federal sampling of its Russian River well came back non-detect for all 29 PFAS compounds tested.
